Westminster approves roof bid, get clean bill of financial health

WESTMINSTER — The Westminster City Council approved a bid Tuesday to build a new portion of the city hall’s roof, which has reportedly fallen into disrepair and become the source of multiple leaks.

David Smith said the city had resorted to placing numerous buckets to catch the dripping water coming through the cracks of the high slope areas of the roof. The council approved the sole bid of $28,000, submitted by Five Star Construction.

The council also considered its annual audit of the city’s financial standing. Auditor Jason White said on the year the city ended with a surplus of roughly $194,000.

“The city had a very good year,” White said. “Anytime you can have a surplus at the end of the year just under $200,000, no matter what the size of the city, you’ve done a good job. That’s a credit to the council and management. There were several capital expenditures for $700,000, and you still came out with a surplus.”

The council also approved a cooperative action between the city and Clemson University in which fourth-year architecture students, under the supervision of Dr. Doris Gstach, would research and develop ideas for recreation opportunities in the city. The plan will cost the city $10,000. Mayor Derek Hodgin said it was money well spent.

“It’s amazing how much work they can perform for only $10,000,” he said.
