— A man with a reputation for deceit was taken into custody Wednesday by Oconee County Sheriff’s deputies on a fugitive from justice warrant, Capt. Steve Jenkins confirmed Thursday.

Stanley Marvin Phillips, 54, was arrested and is now being held at Oconee County Detention Center. Law enforcement agencies in Oconee and Pickens counties are plenty familiar with Phillips, who has been arrested in Clemson, Central and Seneca for various fraud charges such as obtaining signature under false pretense and check fraud.

In February he was convicted of felony obtaining signature under false pretense in the amount of over $1,000 for a 2004 case in Central, but had check fraud charges in Seneca dropped last summer.

Phillips is now being held due to charges from Texas, as Sgt. Ray Weatherby of the Midland County Sheriff’s Office confirmed that Midland City Police Department had outstanding warrants on Phillips for similar charges there, including felony theft of service and misdemeanor theft. Jenkins said he had already been in custody, but once he posted bond, did not show up to face his other charges.

For that he also faces another felony for bond forfeiture, Weatherby confirmed.

“He can refuse extradition,” Jenkins said. “If he refuses, then it goes to the governor’s office, and the two states will decide if they’ll extradite him.”
